The Water/Fairy-type Tapu Fini first appeared in Gen 6’s Alola region as part of the Legendary Guardian Deities along with Tapu Koko, Tapu Lele, and Tapu Bulu.
Since its debut in Niantic’s game, it has been popping in and out of 5-Star Raids, and thanks to the May Raid rotations, players will be able to challenge it once more.
Best moveset for PvP
The best moveset players can teach Tapu Fini for PvP consists of Water Gun as a Fast Move and Surf as a Charged Move.
There are only two Fast Moves to choose between, and Water Gun is probably your best option as it will always benefit from STAB. Hidden Power is too unpredictable as it can end up being any attack type.
Pair this with Surf as a Charged Move (as it’s cheap and has a solid DPE) and you’ve got a pretty good duo of attacks that can deal some huge Water-type damage.
If you can afford a secondary Charged Move, go with its signature attack, Nature’s Madness. It will give you extra coverage and will decrease your target’s Defense stat by 20%.

Tapu Fini’s best moveset for Raid battles also includes Water Gun as a Fast Move and Surf as a Charged Move. This combination is the overall best, with a DPS of 11.31 and a total damage output of 233.8.
Out of both Fast Moves, Water Gun is extremely cheap and fast, so using it will guarantee you early access to your Charged Move, and it benefits from STAB. Plus, as said above, Hidden Power is too unpredictable.

Surf is still the best option for a Charged Move as it deals a decent amount of damage for a very affordable energy cost.
Plus, its always better to use a single-type moveset in Raids, and Tapu Fini lacks a Fairy Fast Move, so you are forced to use a full Water-type moveset.
