League of Legends 25.S1.3 patch notes: Attack speed cap increase, Dragon Soul changes & more

League of Legends made a crazy start to 2025, with the introduction of Feats of Strength, Atakhan, and other gameplay elements upending the meta. Things have calmed down somewhat since then thanks to attentive patches from Riot, and another set of changes are now on the way.
Patch 25.S1.3 should be ready to go live on February 4, with complete confirmation on exactly what that entails arriving the day before. Until then, Lead Gameplay Designer Matt Leung-Harrison has broken down what players can expect from LoL patch 25.S1.3.
The headline change is an increase to the Attack Speed cap from 2.5 to 3.0. This is to allow more room to experiment with Attack Speed champs without running into random caps that limit the gameplay experience for players.
Outside of that, there are the usual raft of buffs and nerfs with a few massive systems changes. Here’s everything you need to know about LoL patch 25.S1.3.

Systems Changes
Attack Speed Cap
- The attack speed cap has been raised for the first time in over a decade, going from 2.5 to 3.
Bounties
- Lead required to begin positive bounty suppression has been decreased by 60%.
- Lead required to fully remove bounties from the losing team decreased by 33%
- Once Objective Bounties spawn, Champion Bounties are now fully suppressed for the losing team.
Objectives
Chemtech Soul
- Below 50% Health Buff 11% increased damage and damage reduction > 13% increased damage and damage reduction
Cloud Soul
- Movement Speed Gain: 20% > 15%
Void Grubs
- On initial spawn, health and attack damage update immediately instead of at 6:04
- Buff Structure Damage per Stack 8/4 every 1s for 4s > 6/3 every 1s for 4s
Voracious Atakhan
Voracious Atakhan’s win rate impact actually managed to go up over the last patch, despite the nerfs, so we’re adding a few more on, including increasing the time it takes for players to get back onto the map when their False Life withdrawal triggers.
- Extra gold earned whenever you get a takedown: 40g > 25g
- Withdrawal now fully heals you as opposed to only fully healing your base health
- False Life Withdrawal Stasis Duration: 5.5s > 15s
Runes
Domination Tree
Electrocute
- Base damage increased: 50-190 > 70-240
Dark Harvest
- Base damage increased: 20 > 30
- Damage per soul stack increased: 9 > 11
Hail of Blades
- Melee attack speed increased: 110% > 140%
- Cooldown decreased: 12 seconds > 10 seconds
Items
Zaz’Zak’s Realmspike
- Cooldown increased: 10 seconds > 11 seconds
- Base damage: 10 > 5
