Get Coca seeds from Salvador Moreno in Schedule 1. He’s a supplier available in the Docks area once you reach Enforcer 1.
TVGSOnce you do reach Enforcer 1, you’ll unlock the Docks. Then, all you need to do is establish a connection with the customers around you, and eventually you’ll unlock the supplier, Salvador Moreno.

Once you’ve established a “Loyal” friendship status with Mac or Javier, you’ll finally be introduced to him, allowing you to request dead drops for the Coca seeds.

To get Coca leaves in Schedule 1, simply plant Coca seeds in a pot, water then, and wait for the plant to grow.
Each plant will produce nine Coca leaves. You can improve the quality of these leaves by putting them in the Drying Rack.
TVGSAfterward, these dried leaves would be put in the Cauldron to make the base for cocaine.
